2007's national housing market crash meant changes for Rockford real estate companies. Some merged, like Doyle Woodhouse Moore did with Gambino Realtors in 2010. But Whitehead is closing completely, so this is a matter of consolidating workers.

"What it will be is the agents transferring to new brokerages, because each agent has to have the license listed with a managing broker and a managing broker holds the listings, they own the listings." -says Rockford Area Realtors CEO Steve Bois.

According to Bois, Whitehead realtors has around 45 employees. He says those workers are already getting phone calls from other agencies.

"It's up to them to really try to find the brokerage firm they're going to fit in with the team the best." -adds Bois.

Bois doesn't believe customers will feel a major impact. He thinks there might be some issues trying to track down agents at their new firms.

?"If the agent transfers to another broker, the chances are that listing will transfer with them to the new broker and once that happens there will be a communication with the seller. The seller will have an opportunity at that point in time to decide what they would like to do, whether they'd like to keep that listing or go another direction." -says Bois.

Whitehead Realtors has closings this week. Those and all other near-term pending transactions will proceed as normal. Bois can't say exactly when Whitehead will shut its doors, our source told us Saturday that November 11th is the date. We've tried contacting Whitehead Realtors representatives for a comment, but they have refused.

    Researchers to debate the call for sexual abstinence education in schools

    ScienceDaily (Oct. 29, 2012) ? Introducing abstinence education into UK schools could be a less effective substitute for comprehensive Sex and Relationship Education (SRE) aimed at children and young adults, say a research team led by Sheffield Hallam University.

    As part of the Economic and Social Research Council (ESRC) Festival of Social Science 2012, Sheffield Hallam and partners will host a one day event to debate the issues surrounding abstinence education.

    Dr Julia Hirst, from the Public Health Hub at Sheffield Hallam, says "We hope to bring together politicians, teachers, youth workers, young people and their parents to discuss the re-emergence in our society of views promoting abstinence education in schools and youth settings."

    Research shows that existing evidence fails to support the view that teaching abstinence from sexual activity is the only certain way to avoid unintended pregnancy, Sexually Transmitted Infections (STIs) and HIV.

    "Extensive research undertaken in the US points to negative outcomes associated with abstinence education including increased risks of unprotected sex and a more reluctance to seek advice or treatment related to sexual health and relationship matters," says Steve Slack, Director of the Centre for Sexual Health and HIV in Sheffield.

    There is clear evidence that access to comprehensive SRE can have positive effects in terms of increasing the age of a first sexual encounter.

    "By widening understanding of safer sexual practices and equipping young people with the skills and confidence to protect their sexual and emotional health reduces the risk of unprotected sex, unwanted sex, unwanted pregnancies, and STI's. Comprehensive SRE also includes strategies for young people who want support in abstaining from sexual activity." Dr Hirst points out.

    Research shows that comprehensive sex education should include a greater focus on the issue of relationships, as well as sexuality, include more discussion of safer sexual activity and further debate regarding values and up-bringing in shaping attitudes to sex.

    Steve Slack agrees: "Our discussions with young people consistently suggest that while there are pockets of good practice in terms of SRE in the UK, sex education overall is too little and too late and often fails to address young people's expressed needs for across-the-board sex and relationships education."

    "If we look to countries with the lowest rates of unwanted pregnancy and STIs, the least relationship abuse and more attention paid to relationships, for example, the Netherlands or Sweden; these are the countries which have age-appropriate SRE embedded in their curriculum and it is supported by youth friendly sexual health services and well-informed parents. This is what we would like to see for young people in this country." Dr Hirst concludes.

    LONDON -- One thing is clear: whether it's President Barack Obama or President Mitt Romney, dealing with Russia will be on his "must do" list.

    The "sleeping bear" has been pretty restless lately: it has vetoed U.N. Security Council resolutions on Syria and blocked U.S.-led diplomatic efforts to end the civil war there; it has refused to pressure Tehran, even though it helped build Iran's nuclear enrichment program; and relentless push-back by Russian President Vladimir Putin against basing a missile defense shield in Poland and the Czech Republic ? both former Soviet satellite states ? has left those two NATO members exposed and nervous.

    But figuring out what to do about Russia first means defining who exactly Russia is. Is it, as Romney submits, America's "number one geopolitical foe"? Or, as Obama seems to believe, is Russia a post-Cold War rival with whom we can do business?

    Let's step back a little here. Certainly, after the fall of the Soviet Union, relations with Russia under President Boris Yeltsin were more benign. Remember all the guffawing and back-slapping between Yeltsin and President Bill Clinton?

    Unfortunately, all that good cheer soon turned into a humiliating debacle. Yeltsin was often intoxicated. He launched two disastrous wars in Chechnya, and became a laughingstock as his economy tanked and rich "oligarchs" divvied up the nation's wealth.

    Then came Putin ? the former KGB agent who heavy-handedly stopped the hemorrhaging. He re-established Kremlin control over oil and gas, and as oil prices tripled he pumped billions of petro-dollars into his military and, as importantly, into the salaries and pensions of Russian voters.

    'An equal'
    His popularity skyrocketed; and it was time for the West to take heed. At a Munich security conference in 2007, Putin threw down the gauntlet. He accused the United States ? under President George W. Bush ??of a murderous policy of global domination and said Russia had the weapons to "neutralize" any missile defense near its borders.

    It was not a declaration of war, but it was a turning point ??from an America-friendly?to a confrontational Russia. "Russia was back," Fyodor Lukyanov, managing editor of Russia in Global Affairs, told me. "That was the message ??we have the resources. You need the resources, and you need to treat Russia with respect. As an equal."

    And the chill began to thaw. Dmitry Medvedev succeeded Putin as Russian president and seemed more open and Western-minded than his mentor.

    He and his counterpart, Barack Obama, agreed to "reset" relations, hoping that the rebooting would clear all the static. Soon, both sides came together on transporting supplies for U.S. soldiers in Afghanistan across Russian territory; cooperation in areas like counter-terrorism and narcotics interdiction increased; Medvedev even championed some political reforms that would have guaranteed the emergence of a real opposition. That is, until Putin retook the presidency last May. Since then, he's rolled back all the reforms, and seems to have "re-reset" U.S.-Russian relations to the days of the Cold War.

    Russia warns Obama's 'reset' in relations 'cannot last forever'

    Putin is turning the screws, and not just by dramatic moves, like imprisoning members of the female punk group, Pussy Riot, on charges of blasphemy for having performed an anti-Putin song in a Moscow church.

    Members of the band Pussy Riot, arrested in February after storming a Moscow cathedral, were sentenced to two years in jail Friday. Critics say the arrest was Putin's personal revenge, raising questions about justice in Russia. NBC's Duncan Golestani reports.

    "A pale of repression is settling over the country," wrote Ariel Cohen of the Heritage Foundation in a recent New York Times editorial. "This crackdown is wrapped in legislative garb, but the iron grip of authoritarianism is unmistakable."

    New laws now slap pro-democracy protesters with large fines for "illegal assembly." One protest leader ? Sergei Udaltsov, the head of the Left Front ? has been charged with "plotting riots" and could spend 10 years in jail.

    Anti-Putin activists pay high price, but refuse to back down

    Others may follow ??the courts have just expanded the meaning of "high treason" to include the sharing of information with any foreign non-governmental organization. In addition, NGOs which get funding from abroad must now register as "foreign agents," echoing the days of Cold War espionage.

    And even as our presidential candidates debate whether Russia is a friend or enemy, there seems little doubt that Putin himself sees America as a looming geopolitical target. In the past six months alone, while supplying arms and support to Syrian President Bashar Assad's regime, Putin has shut down a U.S. government program inside Russia that dismantled its obsolete nuclear weapons; he's closed the UNICEF offices, and restricted USAID's operations there.

    Russia tells US: We don't' want your aid money

    As his anti-American policies multiply, it's small wonder that in a recent national poll, Russians were seriously divided on whether they loved America?or hated it (46 percent to 38 percent, respectively).

    Conservatives like Cohen are frustrated. While Putin turns Russia into a "fortress," they say, the Obama administration keeps offering up carrots, like gaining Russia access to the World Trade Organization.

    Vice presidential hopeful Paul Ryan praised running-mate Mitt Romney's foreign policy stances at the last presidential debate, telling TODAY's Savannah Guthrie that the GOP candidate did a "fantastic" job of spelling out his doctrine.

    They claim the reset just hasn't worked.

    "America should pursue its national interests in relations with Moscow, instead of pursuing a feel-good mirage," Cohen wrote.

    'Putinization' spreading in Europe, US group warns

    President Romney says he would stand up to Russia and talk tough about human-rights abuses. But it's less clear just how a 2nd term Obama presidency would deal with Putin's Russia.

    Putin himself has said that he'd rather work with Obama than with the "misled" Romney. That's understandable ? on Obama's watch, Putin has succeeded in cracking down on civic dissent at home and building the world's largest publicly-traded oil company ? Rosneft.

    Russia's Putin: Romney 'mistaken,' Obama 'honest'

    Some Russia analysts are calling strategic energy reserves Putin's "new Red Army" ??the Kremlin now controls some 25 percent of Europe's, including European NATO members', energy needs.

    But does all of that make Russia an enemy, like al-Qaida or Iran? Hardly. Still, it probably means that the next U.S. president is going to have to take off the gloves in dealing with it.

    "Putin's understanding of international affairs comes down to a fight for power and prestige," says Lukyanov.

    And Putin seems intent on using that power and prestige to counter U.S. influence around the globe, even as he turns Russia back into a police state.

    Vice President Joe Biden ?reacts to President Obama's performance in the third and last debate, noting the president has demonstrated the "grasp and a gravity" of foreign policy.

    The columnist John Vinocur recently suggested that, if re-elected, Obama should "stand up with protesting Russians the next time they fill Moscow's streets."

    But how many protesters ? and their leaders ??will be languishing in jail by then?

    The hunt for electron holes: A molecular glance on solar water splitting

    ScienceDaily (Oct. 30, 2012) ? Hydrogen production by solar water splitting in photoelectrochemical cells (PEC) has long been considered the holy grail of sustainable energy research. Iron oxide is a promising electrode material. An international team of researchers led by Empa, the Swiss Federal Laboratories for Materials Science and Technology, have now gained in-depth insights into the electronic structure of an iron oxide electrode -- while it was in operation. This opens up new possibilities for an affordable hydrogen production from solar energy.

    Hematite, the mineral form of iron oxide (or trivially, rust), is a promising anode material for photoelectro-chemical cells (PEC) because of its affordability, availability, high stability and good spectral match to the solar spectrum. Although it has the potential of a 15% solar-to-hydrogen energy conversion efficiency, its actual efficiency is lower than that of other metal oxides. This is due to hematite's electronic structure, which only allows for ultrashort electron-hole excited-state lifetimes.

In PEC photoanodes made of hematite, the generated holes must diffuse to the semiconductor surface, where they can oxidize water and form oxygen.

    However, the electronic structure of hematite is such that the photo-generated holes tend to recombine with the electrons before reaching the surface. As a result, the resulting photocurrent is limited by the relatively few holes that actually do reach the surface. Recent efforts to optimize the nanostructured morphologies of hematite photoanodes have led to significant improvements in performance, but in spite of these efforts, the overall energy conversion efficiency in hematite remains at only about a third of its potential. An intelligent management of electron and hole transport is, therefore, critical for a better materials performance.

    In this context, a better understanding of hole states at the hematite surface has been the subject of much interest as well as debate. It has long been suspected that in hematite, two types of holes with different water-splitting power are formed. The existence of different types of holes with disparate reactivity toward water oxidation has broad implications for the ultimate performance of hematite. But it is quite difficult to detect such holes, and studies of this phenomenon are complicated by numerous technical constraints. Moreover, the holes are transitional and quite elusive.

    Not all holes are created equal

    In a recent study published in the Journal of Physical Chemistry C, Empa researchers Artur Braun and Debajeet Bora and their colleagues from EPF Lausanne, the University of Basel, China and the US studied the nature of photoelectrically generated holes in a PEC that had been specially designed for gathering data while the cell is in operation ("operando"). They recorded soft X-ray absorption spectra under simulated sunlight and in the dark and identified two new spectral signatures corresponding to two different hole transitions, an O 2p hole transition into the charge-transfer band and an Fe 3d-type hole transition into the upper Hubbard band. According to Braun, this is the first time that the electronic structure of a PEC photoanode has been analyzed while it was in real water splitting action, i.e. in contact with electrolyte, under anodic bias and illuminated by visible light. "The preparations for this extremely complex experiment took us three years," says Braun. "After all, soft X-ray spectroscopy works only in ultra-high vacuum, and photoelectrochemistry works only in liquids. Combining both was technically a great advancement. Yet, I would say we were very fortunate to discover the two electron holes in an operating PEC."

    Their groundbreaking experiment demonstrated the formation of two different types of electron holes at the semiconductor-liquid interface under the exact conditions, at which the photocurrent arises. Quantitative analysis of their spectral signatures revealed that both types of holes, contrary to earlier speculation and historical perception, contribute to the resulting photocurrent. "This is a milestone in the understanding of solar water splitting and encouraging news for researchers worldwide who are working to optimize hematite for PEC photoanodes," says Braun.

    Inmates Paint Murals at a Community Correction Center in Fayetteville

    Normally, jail isn?t a very nice place to be, but there?s a program in Washington County at the old county jail that?s helping to brighten up the place and the lives of the ladies inside.

    At the Northwest Arkansas Community Correction Center in Fayetteville, ladies who are non-violent offenders spend up to two years paying their debt to society.

    It could be a dark and dingy place to be, but a special program allows certain inmates to paint murals on the prison walls as a form of therapy.

    It helps them create something beautiful, and gives them confidence in their efforts to rehabilitate.

    Maggie Capel, the center supervisor, says, ?The women, the residents have done the murals. The vision, one area of the murals depicts Downtown Fayetteville in the 1950?s. In another hallways the theme is outdoor scenes from Northwest Arkansas.?

    There isn?t much light in the hallways, but these residents help brighten the place up.

    It also helps brighten the mood of the residents who take part in the painting program.

    Samantha Coggins can?t wait to show her new found skills to her family.

    ?I have a small child and I?m learning things that I can do with her when I get home. It?s exciting to know that there is artistic ability that I didn?t even know I had.?

    For those who need help, the center offers volunteer help from the NWA Art Community.

    The residents are happy to have the help, and the volunteers also find their own special kind of inspiration.

    ?I always come back feeling better than when I came. To know that my knowledge and the art I?ve done can help people is great. Art is something you can do for the rest of your life.?

    Cherry Keaton, a volunteer, says, ?I really feel a little selfish about it because I walk away feeling so blessed from visiting with these women who inspire me to paint more. It also is good to see them grow as artists. It?s been amazing.?

    Painting the murals doesn?t help the residents get out faster, but there?s no doubt it gives them a chance to gain self confidence in their ability to make a positive contribution.

    The residents take part in a last chance rehabilitation program.

    If they complete the requirements, they are released without having to go to state prison.

    It?s not the paint or the brush, but the commitment of the residents to try and become a productive member of society.

    Two missing Oregon teen hikers found

    Two West Linn teenagers who went missing on Saturday while on a hike in southeast Molalla, Ore., have been found safe, rescuers reported Monday.

    Jackson Chandler, 17, and 16-year-old Bradley Nelson went on a day hike in the Table Rock Wilderness area. When they did not return, their parents called Clackamas County Search and Rescue, who'd called on the the Oregon Army National Guard to help in the search for the missing high school students.

    A Clackamas County Sheriff's office spokesperson said the two teenagers did not need medical attention when they were found, reported ABC affiliate station KATU in Portland.

    Once there was a break in the rain, the Oregon Army National Guard flew out a helicopter to locate the hikers "from the air," said spokesman Deputy Nate Thompson, who'd deployed 50 searchers in the area.

    Chandler and Nelson both go to West Linn High School. They are active Eagle Scouts and are experienced and trained hikers. But constant rain, rough terrain and the possibility that they were stranded in the middle of the wilderness were a cause for concern once they did not return from their hike.

    "It was very unlike them not to return from their hikes. This is why their families reported them missing," Thompson said.

    Chandler and Nelson did not contact anyone for help once they set out on the hike. "The last time anyone heard from them were their parents before they took off for their hike. They didn't text or call," said Thompson.

    West Linn High School, where Chandler is a senior and Nelson a junior, had been preparing an administrative meeting to update school staff and students on the status of the rescue efforts.

    Lou Bailey, principal of West Linn High, told ABC News that many of Jackson and Bradley's friends had gathered at the rescue scene with their families to show support.

    The school could not help out in the rescue because the public is not allowed in the area where the pair had been hiking, as it's very treacherous, Bailey said.

    Search crews had made some progress in their pursuit after they found the hikers' truck on Sunday afternoon. "It was locked and the boys were not inside," Thompson said.

    Attempts to reach the parents of Chandler and Nelson by ABC News were not successful.
