SPRINGFIELD, Ill. (AP) ? Illinois authorities took the unusual step of searching guards and other prison employees for contraband as they left at least seven facilities last week, sparking worker allegations that the checks may have been reprisals for complaints about overcrowding and understaffing and inside information leaked to the news media, workers and union officials told The Associated Press.

Department of Corrections spokeswoman Stacey Solano would not confirm that the searches had intensified, but she said they are a routine security measure to control banned materials from cellphones to weapons.

The dustup over the pat downs comes as Gov. Pat Quinn pushes a cost-cutting plan to shutter several state correctional facilities, including next month's scheduled closure of a "supermax" prison in Tamms. The move has been fiercely resisted by prison workers who fear increased violence if currently isolated gang members are moved elsewhere.

The searches began just days after prison workers complained publicly in Springfield about prison conditions and followed a newspaper report about where some displaced Tamms inmates would go. That report was based on an internal Corrections document.

The employees' union said such searches are rare and may constitute "retaliatory harassment," which the Corrections agency denied.

Employee searches started July 23 at prisons in Danville, East Moline, Pontiac and Taylorville; the Menard prison in Chester; the Shawnee lockup in Vienna; and Illinois River Correctional Center in Canton, according to workers and their union, the American Federation of State, County and Municipal Employees. At least some have occurred when workers punched out.

Illinois Department of Corrections policy allows searches of employees at any time ? beginning, during or ending a shift ? to ensure they are not carrying banned materials, from magazines and cigarettes to illegal drugs and weapons.

But Kim Larson, an accountant at the Danville prison for 12 years, said she never received a pat down before when she left her 7 a.m. to 3 p.m. shift.

"It was weird. Usually, they do it at the beginning of the shift, when we're coming in," she said. "I mean, what are we going to take out?"

She said no one told the employees the reason for the search, which for Larson involved going to a restroom with a female officer, emptying her pockets and undergoing a pat down of her body.

Larson said that type of search, even when arriving at work, is so unusual that she can't remember the last time she had to go through any security measure other than the daily inspection of bags and walk through a metal detector.

Solano would not say where pat downs occurred or the reason behind them.

"The department has full authority to search employees whenever it chooses ... to ensure that employees are not participating in the movement or introduction of contraband inside the facilities," Solano said. "IDOC is vigilant in keeping contraband out of the facilities, and this is one such measure the department is taking to ensure safety and security inside the prisons."

It's conceivable that information leaked from a prison would be in paper form because correctional officers, for instance, don't have continuous access to email. But AFSCME is more concerned that the action may be aimed at gagging staffers.

"Coordinated shakedowns of staff are nearly without precedent in anyone's memory," AFSCME spokesman Anders Lindall said. "To do this at the same time union members are coming forward as whistleblowers to reveal the dangerous consequences of the administration's closure plans reeks of retaliatory harassment."

Solano denied that the department retaliates against staff but said, instead, the agency "encourages employees to use the proper process" for reporting problems to the Office of the Executive Inspector General.

Quinn's announcement of the prison closure plan has been followed by several reports of troubling incidents inside correctional facilities.

The AP reported earlier this month, after tipped by people knowledgeable about the prisons, on a string of violent incidents and an inmate drug overdose in the previous six weeks.

AFSCME members and correctional workers came to Springfield two weeks ago and publicly testified against closing prisons because of inmate overcrowding and understaffing. Illinois prisons currently hold about 48,000 inmates in a system designed for 33,000. The number of employees has fallen from more than 16,000 in 2002 to less than 12,000.

Days after AFSCME's public forum, the (Decatur) Herald & Review reported on an internal Corrections memo that designated nine Tamms inmates for transfer to prisons out of state. That prompted lawmaker complaints that Tamms should stay open because other Illinois prisons couldn't control some of the state's worst criminals.

The Tamms supermax isolates gang leaders and violent troublemakers from the rest of the incarcerated population, stifling problems at other prisons, advocates say. Quinn says it's underused and too expensive and wants it closed, along with a prison in Dwight.

The Decatur report prompted a letter to the newspaper from Corrections executive chief Jerry Buscher. It warned that publishing the information could jeopardize the safety of guards and inmates and would be viewed "as attempting to promote disorder within the prison system."

Buscher sent a similar letter to The Associated Press after a reporter asked Solano about information from internal documents the AP had obtained.

Lindall said corrections officials told AFSCME the pat downs are necessary because officials recently found inmates with cellphones during a search at Stateville prison in Joliet. Solano confirmed authorities found contraband earlier this month at Stateville but would not comment further because an investigation is ongoing.

Toby Oliver, a correctional lieutenant at Tamms who was stabbed by an inmate at Stateville in 1995 and has criticized Tamms' closure, called it "coincidental" that the pat downs began two days after the Decatur newspaper report.

He said he never remembers an end-of-shift pat down.

"What is coming out of the institution seems to be the priority," Oliver said. "You'd think it would be the other way around."

If you've been around Naptime Diaries for awhile, you might know that we are a family with a heart for adoption. Since the beginning of our marriage, we always knew that adoption would be a part of our lives and in the past five or so years we've been trying to listen really closely to the Lord about HOW it's supposed to be a part.?


While the time hasn't come for our family to adopt, we love doing whatever we can to encourage and support our friends around the US as they pursue bringing orphans home, one by one.?


Sara is truly one of my favorite people I've ever met. Since the day I met her four years ago in Seattle, I loved that she always seemed to be everything I wasn't (in good ways) and still incredibly soft and pliable before the Lord. Cyclists in South Lake Tahoe will soon have a less bumpy ride across two bridges.

The old Douglas fir planks on the structures spanning Trout Creek and Upper Truckee River will be replaced with a material similar to what is on the 15th Street Bridge. Even road bike riders should be able to use them.

The allocation of $30,000 to get this work done was granted July 27 by the South Lake Tahoe Recreation Facilities Joint Powers Authority board. It?s anticipated the city?s public works crew can do the job this building season.

Friday morning?s three-hour meeting at Lake Tahoe Airport was the JPA?s annual meeting. An unexpected expense for the JPA board was the need to pay El Dorado County $44,000 for the assessor?s office to notify property owners of the annual assessment. When this was first done in 1991, it cost $11,000. El Dorado County Supervisor Norma Santiago, who also chairs the JPA board, is going to research why the fee has quadrupled and see if it can be lowered.

With the passage of Measure R, which altered the original language of Measure S to allow for more flexibility in spending recreation dollars, the JPA will now meet twice a year. The next meeting will be in January, though no specific date was agreed to.

The bike improvement money comes from Measure R and would not have been allowed under Measure S. One of the significant changes in the measures was to allow for current trails to receive maintenance funds.

The other thing the bike committee recommended and the board agreed to is to put $100,000 as matching dollars for a $600,000-plus grant that would go toward cycling on the South Shore.

If the grant were not secured, it would have to be decided if the $100,000 goes into trails or is again used as a tool to go after more money. Notification should come in October if South Tahoe is awarded the grant.

The other component to Measure R is that the ball fields ? baseball, softball, soccer ? have $500,000 now to spend. But the committee tasked with making recommendation to the board had nothing definitive to recommend. This, despite the members having met for half a year.

Sue Novasel, who is on the Lake Tahoe Unified School District board, made a pitch for the high school softball field to get $45,000. (She is not on the ball field committee.) That field has taken up an inordinate amount of the committee?s time. Issues with state and federal laws involving equality of boys and girls? facilities is at stake.

South Lake Tahoe City Councilman Hal Cole, who is on the JPA board, said to Lake Tahoe News after the meeting, ?Are we going to do the high school field which is not part of the JPA??

He said if the JPA puts money into that field, then the JPA will have further responsibilities for that field down the road.

?We need to fund the biggest priority and go from there,? Cole said. He doesn?t want to do a bunch of insignificant improvements.

John Upton, the lone paid staff member of the JPA, said it?s possible if the fields committee comes up with a true recommendation for the board, that a special meeting could be called.

?I think everyone supports a third field at the Al Tahoe site. I feel it will be a field for baseball and softball. The committee needs to decide that,? Upton said after the meeting.

Steve Knoll and Chuck Leonard, field committee members, gave a presentation to the board about the state of fields on the California side of the South Shore. (The recreation measure?s boundaries are essentially the same as Lake Tahoe Unified.)

The field and bike committees plan to keep meeting and figuring what is best for Tahoe.

As was pointed out by some at the meeting, the cycling community had an edge because a master plan through the Tahoe Regional Planning Agency exists. No master plan is in place for the fields. The committee could as the board to fund a master plan, but what was proposed to voters was the taxpayer money would be used on actual field upgrades, not a planning document.

El Dorado County Supervisor Norma Santiago, who also chairs the JPA board, is going to research why the fee has quadrupled and see if it can be lowered.

With the passage of Measure R, which altered the original language of Measure S to allow for more flexibility in spending recreation dollars, the JPA will now meet twice a year. The next meeting will be in January, though no specific date was agreed to.

The bike improvement money comes from Measure R and would not have been allowed under Measure S. One of the significant changes in the measures was to allow for current trails to receive maintenance funds.

The other thing the bike committee recommended and the board agreed to is to put $100,000 as matching dollars for a $600,000-plus grant that would go toward cycling on the South Shore.

If the grant were not secured, it would have to be decided if the $100,000 goes into trails or is again used as a tool to go after more money. Notification should come in October if South Tahoe is awarded the grant.

The other component to Measure R is that the ball fields ? baseball, softball, soccer ? have $500,000 now to spend. But the committee tasked with making recommendation to the board had nothing definitive to recommend. This, despite the members having met for half a year.

Sue Novasel, who is on the Lake Tahoe Unified School District board, made a pitch for the high school softball field to get $45,000. (She is not on the ball field committee.) That field has taken up an inordinate amount of the committee?s time. Issues with state and federal laws involving equality of boys and girls? facilities is at stake.

South Lake Tahoe City Councilman Hal Cole, who is on the JPA board, said to Lake Tahoe News after the meeting, ?Are we going to do the high school field which is not part of the JPA??

He said if the JPA puts money into that field, then the JPA will have further responsibilities for that field down the road.

?We need to fund the biggest priority and go from there,? Cole said. He doesn?t want to do a bunch of insignificant improvements.

John Upton, the lone paid staff member of the JPA, said it?s possible if the fields committee comes up with a true recommendation for the board, that a special meeting could be called.

?I think everyone supports a third field at the Al Tahoe site. I feel it will be a field for baseball and softball. The committee needs to decide that,? Upton said after the meeting.

Steve Knoll and Chuck Leonard, field committee members, gave a presentation to the board about the state of fields on the California side of the South Shore. (The recreation measure?s boundaries are essentially the same as Lake Tahoe Unified.)

The field and bike committees plan to keep meeting and figuring what is best for Tahoe.

As was pointed out by some at the meeting, the cycling community had an edge because a master plan through the Tahoe Regional Planning Agency exists. No master plan is in place for the fields. The committee could as the board to fund a master plan, but what was proposed to voters was the taxpayer money would be used on actual field upgrades, not a planning document.

Management shake-up at JPMorgan; Zames is COO

NEW YORK (AP) ? JPMorgan Chase, which is reeling from the fallout of a big trading loss at one of its divisions, announced a broad reshuffling of its top management on Friday.

It was the second round of management reorganization at the nation's largest bank since it revealed the loss that has ballooned to up to $5.8 billion from an initial estimate of $2 billion. The loss has prompted two congressional hearings and led to investigations from international regulators.

The loss has also come to represent the risky bets taken at large banks that can jeopardize the global financial system, barely four years after the financial crisis that hurtled the country into the deepest recession since the Great Depression.

It was also viewed as a glaring example of how difficult it is to run a large bank with large far flung businesses. It has led to calls to break up the big banks and also for the resignation of CEO Jamie Dimon, who up until then had built a reputation as a steady leader. Dimon initially called the trade a "tempest in a teapot," before backtracking and revealing the scope of losses and apologizing several times for his mischaracterization.

The management announcements on Friday appear to be the bank's attempt to restore the investors' trust in the bank.

"Today's appointments are a natural step in aligning our businesses more closely to make our company even stronger," said Dimon in a statement.

Its stock rose 4 cents to $36.85 in morning trading on Friday. They are still down 21 percent from their 52-week high of $46.49 in late March.

Among the appointments announced Friday, the biggest promotion went to Matt Zames who takes on the title of chief operating officer. It is being read on Wall Street as the clearest sign yet that he is being groomed to succeed Dimon.

Zames' career has recently been on an upward trajectory. Until the trading loss was announced on May 10, 41-year-old Zames was co-head of global fixed income at the investment bank. He was promoted soon after to replace Ina Drew, the chief investment officer who oversaw the division where the loss occurred. Drew resigned in the days after the loss was revealed.

Zames will share the role with Frank Bisignano who is also chief administrative officer at the firm. Bisignano was tapped last year to lead the beleaguered mortgage banking business, which had contributed to major losses for the bank and also embarrassments when it was found out that that division had unlawfully foreclosed on homes of service members while on active duty.

Among other appointments were:

? Todd Maclin, head of the retail bank, and Gordon Smith who heads up credit cards, will become co-CEOs of Consumer & Community Banking.

? Jes Staley, CEO of the investment bank, has been named to the newly-created position of chairman of JPMorgan's corporate & investment bank.

? Mike Cavanagh and Daniel Pinto have been named to be co-CEOs of the corporate & investment bank.

WASHINGTON (AP) ? The White House predicts this year's federal budget deficit will end up at $1.2 trillion, marking the fourth consecutive year of trillion dollar-plus deficits during President Barack Obama's administration.

The bleak figures, while expected, are sure to add fuel to the already heated presidential campaign, in which Obama's handling of the economy and the budget is a main topic. Friday's release came as the government announced that U.S. economic growth slowed to an annual rate of just 1.5 percent in the second quarter of this year, as consumers cut back sharply on spending.

The White House budget office also predicts for this year that the economy will grow at a modest 2.6 percent annual rate and that the jobless rate will average 8 percent. It forecasts modest growth of 2.6 percent next year ? down from the 3.0 percent it predicted in February ? before rising to 4.0 percent in 2014. Unemployment would remain above 7 percent through the end of 2014, registering at 7.3 percent, the report predicts.

"The economic recovery that began in 2009 will continue at a moderate rate and unemployment will gradually decline," Jeffrey Zients, the acting White House budget director said in a blog post. "The economy still faces significant headwinds," he added.

The 2012 budget year ends on Sept. 30. The White House also predicted that next year's deficit will fall just short of $1 trillion, higher than it predicted in its February budget release. The predicted deficit for 2012 actually improved by $116 billion, but some of that was because Congress didn't enact much of Obama's jobs plan.

But the White House promises deficits will drop to about 3 percent of the size of the economy by 2017, in part through $1.5 trillion in tax increases over the coming decade.

The White House report ? released Friday afternoon with the Olympics poised to distract voters for two weeks ? again trumpets Obama's longstanding approach to tackling the deficit. It includes tax increases on families earning above $250,000, already enacted "caps" on agency operating budgets and modest savings from federal benefit programs like Medicare and Medicaid.

"Since taking office, the president has worked to restore fiscal responsibility," says the OMB report.

Republicans scoffed, noting that Obama has violated his promise to wrestle the deficit in half by the end of his term.

"The president's string of broken promises on our nation's fiscal challenges weighs heavy on an anemic economy," said House Budget Committee Chairman Paul Ryan, R-Wis. "The president's commitment to ever-higher government spending and his failure to deliver on his economic promises have resulted in the fourth-straight budget deficit in excess of one trillion dollars."

Under Obama's budget plan, the total U.S. debt would reach $16.2 trillion by the end of the year and soar to $25.4 trillion at the end of a decade's time.

"America can have robust economic growth ? and avert a catastrophic debt crisis ? but it requires a credible fiscal plan and the leadership necessary to achieve it," said top Senate Budget Committee Republican, Jeff Sessions of Alabama.

The government is likely to reach its borrowing cap ? the subject of a fierce fight last summer between Obama and Republicans ? late this year or early next year, which is going to require the next Congress and either Romney or Obama to act together to increase the borrowing cap. That is seen by many as an opportunity to force lawmakers to finally tackle the country's major budget problems.

Also looming is the so-called fiscal cliff, a combination of big tax increases and deep, automatic budget cuts slated to begin in January unless Obama and congressional Republicans step in to block them this fall or during a postelection session of Congress. Many economists say that if the government plunges over the fiscal cliff it could drive the economy back into recession.

Romney, for his part, offers relatively few specifics on the budget but promises to bring total government spending down to 20 percent of the U.S. economy by the end of a first term in 2016. That is roughly in line with where it was during Republican George W. Bush's presidency. Government spending now equals 24 percent of gross domestic product.

Asian markets mostly up on upbeat earnings

Asian markets mostly rose Thursday following upbeat earnings results in the region and the United States, while eurozone fears eased slightly on hopes over the funding of future bailouts.

The first gain for the Dow in four sessions also provided some support but the euro gave up some of the rare recent gains it had made in New York currency trade.

Tokyo's Nikkei index closed 0.92 percent, or 77.20 points, higher at 8,443.10, as investors sought out cheap buys after the benchmark hit a seven-week low on Wednesday, said Fumiyuki Nakanishi, SMBC Friend Securities' head of investment and research.

Sharp closed up 0.76 percent at 262 yen after recouping losses on a report the consumer electronics firm may cut 15 percent of its workforce.

Olympus jumped 9.63 percent to 1,400 yen after medical equipment maker Terumo said it offered to make a $640-million capital injection in the scandal-hit firm and merge under a holding company.

Brokerage giant Nomura Holdings rose 5.71 percent to 259 yen after media reports that chief executive Kenichi Watanabe would step down over an insider trading scandal.

Nomura said after the market close that its net profit dived 89.4 percent year-on-year to 1.89 billion yen in the three months to June as commission income fell in retail business while net gain on trading shrank.

Canon plunged 7.76 percent to 2,470 yen after the export-dependent cameras and office equipment maker lowered its profit outlook for 2012.

Meanwhile, the Seoul market was up 0.74 percent, or 13.16 points, at 1,782.47, and Sydney gained 0.58 percent, or 23.8 points, to 4,147.7.

Hong Kong ended flat, edging up 0.08 percent, or 15.46 points, to 18,892.79, while Shanghai eased 0.48 percent, or 10.15 points, to 2,126.00.

Regional investors followed the lead from the Dow and most European markets after Spanish borrowing costs fell slightly after hitting record highs on the back of fears Madrid will ask for a bailout.

The yield on Madrid's 10-year bonds eased to a still-high 7.376 percent after soaring to as much as 7.621 percent at one point.

Dealers were given some comfort after Austrian central bank chief Ewald Nowotny, a member of the European Central Bank governing council, said the soon-to-be launched European Stability Mechanism rescue fund might be granted a banking licence.

That would allow the fund to exchange bonds for ECB cash, bolstering its capacity without governments having to contribute additional funds.

Traders have been growing increasingly concerned that a possible rescue for Spain could cost hundreds of billions of dollars, which leaves very little in the pot to help other troubled economies.

"Giving the ESM a banking licence would allow it to expand its firepower," CMC Markets chief market strategist Michael McCarthy in Australia told Dow Jones Newswires.

"The sell-off this week was related to the failure of the eurozone to make any improvement in the structural process of directly aiding Spanish banks."

But there was still plenty of gloom in Europe. In Germany a survey showed business confidence dropped for the third month in a row in July while Britain said its economy shrank a worse than expected 0.7 percent in April-June deepening the country's double-dip recession.

On Japan's Nikkei, videogame maker Nintendo posted healthy gains of 3.19 percent after saying later Wednesday that its first-quarter losses were much lower than at the same time last year.

And industrial robotics firm Fanuc surged 5.32 percent after saying earnings for the April-June period were better than expected.

The earnings figures were followed by strong results on Wall Street from construction giant Caterpillar and airplane maker Boeing, which helped the Dow advance 0.47 percent on Wednesday.

In Sydney flagship carrier Qantas jumped 9.6 percent after it said it was in talks with Emirates and other airlines about a possible tie up to save its struggling international arm.

On currency markets the euro bought $1.2145 and 94.98 yen in afternoon Asian trade, compared with $1.2153 and 95.04 yen late Wednesday in New York, where it had made big gains from the previous session. The dollar was at 78.18 yen from 78.19 yen.

Oil prices were down. New York's main contract, light sweet crude for delivery in September, dipped 34 cents to $88.63 a barrel in the afternoon while Brent North Sea crude for September delivery fell 38 cents to $104.00.

Gold was at $1,604.23 at 0850 GMT from $1,592.40 late Wednesday.

In other markets:

-- Taipei was down 0.12 percent, or 8.44 points, at 6,970.69.

Hon Hai Precision lost 1.71 percent to Tw$80.5 and Taiwan Semiconductor Manufacturing Co rose 2.28 percent to Tw$76.3.

-- Manila closed 0.18 percent, or 9.24 points, lower at 5,152.56.

Philippine Long Distance Telephone slipped 0.22 percent to 2,674 pesos but Ayala Corp. 0 rose 0.39 percent to 412.60 pesos.

-- Wellington rose 0.77 percent, or 26.77 points, to 3,485.74.

Fletcher Building was up 2.3 percent at NZ$5.90, Air New Zealand gained 0.6 percent to close at NZ$0.90 and Telecom Corp lifted 0.2 percent to NZ$2.57.
